The Demise of the 28-Article Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are released from various governments. Significant resources is expended on managing certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from Russian territory, a capacity provided through current data. From witness perspectives, military aircraft that had been scrambled to intercept incoming cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by European allies.

Shortly after, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a incoming threat. This was a advanced protection mechanism at work, presumably provided by allied countries. Every deployment creates sudden vibrations, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: perhaps the approaching threat won't strike its target this time, preventing destruction from devastation and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun engaged a unmanned aircraft close by, part of a mobile-fire group – probably Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its destination.

Periodically, this persisted until dawn. Kyiv greeted the early updates: seven people killed, destruction and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's essential dependence on Western support – a dependence that regional partners are demonstrably unable to substitute in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from American leadership sparked intense emotion, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new approach from American administration unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually win the battle. This pattern will, certainly, continue.

Tactical Assessments

It is easy to blame certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. US administration operates on a principle well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unrealistic to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's occupied territories.

The issue is that while accepting these circumstances, American administration does nothing to discourage Russia, through words or deeds, from thinking that the status quo will not evolve additionally in its favour in the near future.

Divergent Views

Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until situations evolve in its favour.

Present Conditions

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a just a single week to eliminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on ongoing international assistance.
